I don't believe so, I know of many people who keep or have kept these birds in Saskatchewan. Perhaps if she lives in a town/city that has bylaws pertaining to the keeping of certain birds, but there are no provincial rules in regards to these two species, that I am aware of.

I had wondered if it was to keep people from breeding their own. She had heard this from a "breeder" who lives near her who tells everyone that she is selling hers out because they are illegal to own and she just found that out

I live in Saskatchewan and have sold Buttons and Japs for years.  Both while living on the farm and in the city.

Have never heard anything about them being illegal to own.  Everyone I know consider Button Quails to be cage birds and Japs barely one step more than that.

You would think if they were illegal here that Kijiji would have had something to say about it after the dozens of ads I placed on there.  Petland had even asked me to bring some into their store to sell.  I didn't of course, but you would think that if anyone would know about the legalities of owning animals they should.

Sounds like maybe that lady just didn't want any competition

I do believe that there is something to this as we also were to bring some coturnix quail to a Lady in Sask this summer . She has checked with her local ag lady to see if she required a permit to raise them. Ag Lady told her that a coturnix quail was considered an exotic and was illegal for her to own them. So if she owed them it would be done illegally but could possess Bobwhite quail. Seemed funny to me as if a Bobwhite did escape more than likely it would be bye bye into the wild blue yonder , compared to a Coturnix would become lunch for the neighbors cat or coyote if it were to get loose. I cannot personally verify the ruling , but do believe there is something to it.
